I've observed Eugene's career progress since 2004 when he joined Concorde Capital as an entry-level analyst, straight from a grad school, and in less than 3 years made it to the cohort of Ukraine's top-ranked equity analysts and most cited industry experts. Overall, Eugene demonstrated one of the fastest tracks in investment banking, from a grad student to a partner in a boutique investment firm over the course of some 7 years. Eugene's key outstanding qualities are tremendous proactivity and unsurpassed zeal in whatever project he is occupied with, which makes him a truly precious asset in any organization calling for self-starters and enthusiastic leaders. Eugene's leadership potential additionally unfolds in his extracurricular activities. For instance, Eugene should be credited for his leadership role in founding a hands-on educational program for grad students.
Principal, Private Equity (Ukraine and Belarus) at European Bank for Reconstruction and Development
I had experience of working with Mr. Eugene Cherviachenko on an IPO deal, a project finance transaction and, more recently, a financial restructuring. Eugene is a skilled project manager, capable of leading complicated cross-border transactions and managing large teams of experts in an efficient manner. Mr. Cherviachenko has a can do attitude complemented by the ability to develop a successful strategy for a deal that allows smooth execution.
Artem has a unique complex view of projects combined with detail analytical skills. He is extremely accurate with secondary minor details which often later play key role in the evaluation of the projects. Artem is capable to organise, manage and lead project teams with brilliant time management and communications both inside members of the project team and between the project team and stakeholders. He often openly raises uncomfortable issues vital for the projects. Artem has excellent presentation skills which often play an important role in the success of the projects.
Eugene, was one of the key advisors to the Deputy Prime Minister of Ukraine and advised him on a large selection of reform and was responsible for creation of a Energy Efficiency Fund. He was able to operate in a very difficult political environment and shown passion and professionalism in his job. In result, the reforms have ben almost fully implemented leading to tangible improvement on energy efficiency statistics and the Fund will benefit from EUR 100 million grant by the EU recently announced by Mr. Sefcovic. Eugene has strong analytical, negotiation, presentation skills, but apart from that, he is also a social activist, helping educate young generation of economists in Ukraine.
Senior Urban Sector Specialist w European Investment Bank (EIB)
I worked with Eugene in one team at BOG and under his supervision at CFS Advisors. Eugene is a results-driven manager with outstanding analytical background who proved his ability to complete successfully the most sophisticated cross-border transactions: IPO, M&A, debt financing and restructuring projects. He has deep understanding of local specific of business and, being very communicative and reliable person, he can always find the right and practical approach to every hard nut to crack. Tight deadlines, obstacles and complexity are regarded just as a challenge and source of additional motivation. As a manager Eugene not only keeps the project on track but inspires and educates his team.
I am pleased to work with Artem on a regular basis since late 2015 in the framework of energy efficiency reforms in Ukraine and namely on the creation and launch of the Energy Efficiency Fund. In this process, Artem has shown his deep knowledge of the area, his availability and readiness to provide support and assistance in a number of issues. He is punctual, dedicated and reliable. I am happy to recommend Artem to other partners and colleagues.
Counsel, Banking & Finance, TMT
Senior Managing Associate – Deloitte Ukraine
International Aid and Cooperation Officer at the Delegation of the European Union to Ukraine
We have had frequent meetings with Artem on energy sector issues during IMF missions to Ukraine. Artem is one of the foremost energy sector experts in Ukraine, and has deep knowledge of both the Ukrainian markets and international best practices. By applying his expertise and strong communication skills, he has always been able to address our questions and propose solutions in a way that is easily understandable even for those with limited background on Ukrainian energy markets. It has been an absolute pleasure to work with Artem and I hope we will continue our cooperation.
Economist at International Monetary Fund
We have been (and continue being) in a close contact with Eugene on a wide array of issues underpinning the energy reform in Ukraine. Eugene's command of associated trends and developments (ranging from household utility subsidies to the energy tariff composition) is impressive and forward looking. He always attaches the solution, or even several, to the problem, and combines the formidable economic training with the in-depth knowledge of local realities, thus exemplifying the "think globally, act locally"approach. I must attest there is a limited availability of experts of Eugene's calibre on Ukraine's market of municipal economy.
Fiscal Economist with IMF Resident Representative Office in Ukraine at International Monetary Fund
I know Eugene for several years and have had a chance to interact with him on multiple occasions and in different roles. He possesses a holistic approach to the ongoing different reforms in gas, DH, energy efficiency, social policy, and others. His experience in international development and long-standing institutional memory of policy development make him an exceptional colleague in furthering the energy reforms. Eugene certainly has my recommendation as a professional of the highest-profile.
District Heating Sector Lead, USAID Energy Security Project at Tetra Tech
I have had the pleasure of working with Artem on a major market infrastructure project in Ukraine (NEXT-UA project, funded by USAID). The project involved among other things a serious study of the Ukrainian energy market, as well as proposals aiming at designing a new trade (Exchange) and post-trade (CCP) infrastructure for that particular sector. As a local energy expert, Artem demonstrated various qualities, among which:
1) A very solid knowledge of the local Energy market, its practices, its actors, its problems.
2) A fantastic availability during a demanding assignment, with a capacity to respond immediately to querries, including complex ones.
3)A very amicable personality and a talent to contribute to a large team of consultants (22 in total), from various parts of the world.
I highly recommend Artem for any assignment dealing with the local energy sector.
